Legal Basis

Established in accordance with the Regulations on the Establishment and Operation of the Presidential Committee on Universal Basic Society (Presidential Decree), promulgated and enforced on January 27, 2026.

Nature of the Committee

A presidential committee operating under the direct authority of the President of the Republic of Korea.

Functions of the Committee

National Vision
Setting the national vision and basic policy direction for a Basic Society.
Development Plans
Formulating mid- and long-term development plans for the transition.
Law & Institutions
Deliberating on matters concerning the improvement of relevant laws and institutions.
Policy Coordination
Coordinating policies for the transition to a Basic Society.

The Committee begins operations as a presidential committee under the direct authority of the President.
